The Comptroller and Auditor General of India (CAG) has found guilty of half-incomplete implementation of the District Mineral Foundation (DMF) of the Mineral Resources Department of Madhya Pradesh. A report related to it was presented in the state assembly on January 10, 2019.

According to the Mines and Minerals Act, the State Governments had been asked to give the contribution amount to be paid by concession holders of small minerals to the DMF, but the state government did not show any interest in implementing this provision of the revised act. In order to help in community development in the vicinity of the mining area, the District Mineral Fund was conceived in the amended Act.

On getting caught after the wrong implementation, the department told the CAG that proper action would be taken. But the state's mineral resources department did not take action. While the new sand mining policy announced in December 2017 had determined that the royalty on sand will be paid to the DMF by paying 50 rupees per cubic meter. The State Government has not given any contribution amount to the DMF till April 2018 in relation to other small minerals.
