For employees and military officers who do not have any electronic facility, they are sent ballot through postal service. If for some reason the voters do not use it or receive it then it returns to the sending address.
If you work for army or government or are deployed outside your state for duty of election or you have been placed in 'preventive detention'. Election Commission already decides the number of people who vote in the electoral college. After which the empty postal ballot is delivered electronically to the voters. It is called Electronically Transmitted Postal Ballot System (ETPBS). If the voter is a place where electronic methods can not be used then ballot is sent to the postal service. If for some reason the voter can not use it then the ballot returns.
Whatever elections were held in the country till the 80's, it was on ballet paper only. Candidates and names of nominees were printed in the ballot paper.
