There is a growing resistance in West UP due to lack of preservation of livestock animals. Farmers looking at waste of crops are forced to shut down animals in government buildings. Not only this, many animals are being hit by disease due to lack of supervision and some have died.
"Gaushalas" (cowsheds) operated by social institutions have a lot of claims of government help, but they are being denied by the operators. Things have become such that more animals than the capacity are being kept in these gaushalas. There is no fodder for animals nor is there a proper arrangement for their stay in the winter.

In the records of Meerut Animal Husbandry Department, there are four Goshalas in the district, in which the destitute animals are kept. There are one Meerut metropolis and three in Hastinapur, Jani and Kapasada ie in the countryside.
